1 cup white glue
1 cup liquid starch
food coloring of your choice

Directions:

Put glue and coloring in a small plastic container. Add the starch a bit at a time, making sure to stir constantly. Stir until mixture holds together like silly putty. Test it with your fingers and if it's too sticky, add more starch until it's smooth and rubber-like. Once done, you can pull it, stretch it, bounce it and make transfers off the comics. Be sure to store in an airtight plastic bag or container.
